Planalytics is an independent, director-led housing and urban planning consultancy based in Wairarapa and working across Aotearoa New Zealand.

Director Toni Kennerley leads each project and brings in trusted specialist collaborators where additional expertise or capacity is needed. This flexible model allows Planalytics to assemble the right team for each project while maintaining senior-level involvement throughout.

TONI KENNERLEY

Director

Toni is a senior urban planning and policy consultant with nearly three decades of experience across housing, urban development, spatial planning, public policy and social infrastructure. She has advised central and local government, iwi and Māori organisations, and private sector clients in New Zealand, the United Kingdom and the United Arab Emirates.

Her international experience includes major urban and spatial planning work in the United Arab Emirates, alongside statutory planning experience in the United Kingdom. Together with her extensive work in New Zealand, this has given Toni a broad perspective on how different planning systems, governance settings and growth challenges are approached, and how international experience can be applied pragmatically in a New Zealand context.

Since founding Planalytics in 2018, Toni has led complex urban planning, policy and research projects from early scoping through to delivery. She is known for bringing clarity to complex issues, building strong and trusted relationships, and providing confident, pragmatic leadership that keeps projects moving and decision-makers well supported. Her work is particularly focused on housing, strategic urban planning and local government.

Toni was an elected Board member of OffsiteNZ, the industry body for offsite and modern methods of construction in New Zealand, and served as Chair. She was also an Independent Director of Trust House Limited, a community housing provider. Toni completed the Institute of Directors, Company Directors’ Course in 2021.

She is also an independent assessor for Local Government NZ’s local government excellence programme, Te Korowai/CouncilMARK. Toni has been a full member of the New Zealand Planning Institute since 2002 and is a member of NZPI’s PlanTechNZ Committee, which explores the use of emerging technologies in the planning profession.
